Alternatively, you can use a damp paper towel to rehydrate whole leaf tobacco by just patting gently. A few rounds of this and your leaves should take on the moisture and become more supple.
Jump in the Shower
If you don’t want to purchase a steamer, you can take your leaves with you while you shower. Not with you, with you, but inside your bathroom where they can absorb the steam from the hot water.
